I don't know how to create the page for this, but I'd like to document what I know: The achievement is tracked via a an eligibility buff, which has the ten minute timer showing. It starts the timer (and resets it every 5 seconds) when you're on a valid mount on the stairs in front of the gate of the wizard's tower.
