I did some camping out at the snow leopard shrine to try to trigger the Protect Shaman Velja event. I was there for 7 or 8 repeats of the Gain snow leopard's form from Shaman Sigarr, then hunt down the dredge event before it started, but who knows when the last time Protect Shaman Velja had been triggered. This differs from my previous findings of 6 repeats. Therefore, the trigger might not have anything to do with how many times the dredge attack the shrine. So I believe it could also depend on how many people are present when the dredge attack the shrine OR is triggered if any dredge make it to the shrine. And here's why I think that:

Once my count of Gain snow leopard's form from Shaman Sigarr, then hunt down the dredge repeats exceeded 6 I thought of other ways it could trigger. What I did was, while camping the event, ask ppl in map chat for help, partied up with 4 others willing to assist me, told them about the event research I was doing, and proposed to them my theory. I tried to test what would happen if any dredge ever actually got up to the shrine to attack the cubs. So, with lots of ppl, lots of dredge spawned; we whispered ppl killing the dredge and asked them to stop, and tried to let the dredge make their way to the shrine. Very soon, a dredge transport popped out of the ground in front of the shrine, many dredge popped out and took all the cubs, triggering the Protect Shaman Velja event. Unfortunately, I never saw if any dredge made it to the top. It could be that we were successful in getting dredge to the top, or it could have been the sheer numbers of ppl present during the event.
