I just tried using them with my world complete character (though I got world complete like 8-9 months ago and am now missing some PoIs and waypoints, but I have every single vista) and the first four worked, 5th one didn't. Trying to figure out what makes them not work. Mithran - Did you buy them one at a time and use them that way? Two stacks of two and one stack of six. After the first stack since logging in, I could not teleport until relogging ("You cannot use this item right now."). The next time I log in/access a character who has ported, they fall to the ground with a little image above them. I previously had a single portal device in my inventory and was ported nowhere. 6. Vista above the crafting tables inside Black Citadel.
7. On a bundle of logs suspended over Vigil Keep.
8. Surrounded by trolls west of Avernan Waypoint.
9. Vista at Griffonclaw Peak.
10. Surrounded by Karka outside Karka Hive.
11. Below the Mystic Plaza Vista.

Used another and ended up just outside the vigil keep, stuck in a rock, hovering over a HUGE Veteran Basilisk guarding a chest. Easter Egg? Smoke 21:32, 8 February 2014 (UTC)

I've been using a lot of these to get around. Just for a change of pace, using them to get to different maps for Hero points (8 left to get!).

But I swear, like 75% of the time it'll send me to either Frostgorge or Orr. I'm starting to think these maps have some sort of priority on a lvl 80 char. It also loves sending me to the southern Ebonhawke vista whenever that map is picked.

Oh, and that failed-tele with 1 device's been fixed, but instead when I got teleported to LA (And zapped to the entrance for some reason, I imagine the removed cutscene to be the cause) it trapped me in the city with a Cannot Use error on the portal devices. Relog fixed it.

Other stuff happened too, mostly vista related and its xyz coordinates messing up. Getting trapped in walls, zapping into cool inaccessible areas (There's a whole extra floor above the Bandithaunt caverns!), falling to my death (can't glide, forced long KD) or landing in an AoE festival. Single use? Unlimited?

I bought 5 and...

1. I landed HARD next to the upper commons waypoint in Grove.
2. I landed HARD (starting to think this happens every time) on the very tip top of the mountain due west of the Marionette's Landing POI in False River Valley, Lornar's Pass.
3. I landed HARD (yep, every time) directly at the vista in Darkriven Bluffs, Wayfarer's Foothills, and was immediately attacked by a Son of Svanir.
4. I landed HARD (getting old now) right next to the renown heart NPC Scholar Inka in Glacial Collapse, Frostgorge Sound. I picked up some Snow Truffles while I was there. :)
5. I landed HARD at the end of the Buried Archives JP in Cathedral of Silence, Cursed Shore. I was staring right at the Grand Chest but I was defeated before I could even stand up. Cruel, TWPD, cruel... never again.
