Rune of Infiltration
From Guild Wars 2 Wiki
Runes of Infiltration focus on improving 
Damage against foes that are low on health and 
Precision. The effects are dependent on the number of armor pieces the rune is placed in as well as the grade of rune applied.

The minor and major runes can only be acquired from salvaging armor loot drops, and via the Mystic Forge.
