Island Shoulder Skins are skins that can be acquired from Consortium Chests. They can be applied to shoulderwear and come in light, medium, and heavy variants. All variants of this skin share the same appearance.

Bug Bug:
Medium Island Shoulder Skin description says "Double-click to apply this look to another piece of light armor" in Black Lion Trader (potentially in inventory as well), although it is a medium armor skin.
