Council Ministry armor is the light set of Caudecus's Manor armor. It can be purchased from any Dungeon Merchant using Seals of Beetletun, tokens obtained while completing Caudecus's Manor explorable mode. The entire set is level 80 exotic, and comes in three different prefixes. Can also be earned by completing the Caudecus's Manor Dungeon PvP and WvW Reward Tracks.
