The Birthday Vendor is a human located in Hooligan's Route. Characters that are at least one year of age can speak with her to be awarded the Loyal title from the first birthday achievement track. Characters can also speak with her to be awarded subsequent birthday achievement titles and gift items normally received from mail if they are missing or unclaimed.
