I was wondering why the Pact built a camp here.

The pact is interested in allying with the kodan, and this location is near their Sanctuaries. As this camp's diplomat, I've found it quite convenient.

How did you become the diplomat?

The job fell to me after a mishap between the last diplomat and the kodan. Apparently, kodan don't take kindly to charr aggression. It disrupts their "balance."
